Senior Hydrogeologists
Paul Parmentier, P.G., C.HG.
Mr. Parmentier has 23 years of consulting environmental geology experience supporting site investigations and assessments, and remedial technology selection. He was involved with more than 300 site assessment and remediation projects for petroleum and industrial customers; instrumental in negotiating with state and local regulatory agencies to ensure cost-effective site closure. He was the project director for 5 years for a former refinery, managing the technical remediation of shallow and deep soil and groundwater and arranging for the regulatory framework for Brownfields redevelopment through the LA RWQCB and DTSC. He specializes in vapor intrusion issues and remedial technologies selections. He has worked on projects in Japan, Australia and Europe. He has been an active officer of the Southern California Branch of the Groundwater Resources Association of California for 10 years, and teaches a summer course at UC Irvine Extension on Groundwater Contamination Issues in Southern California.
Jon Philipp, P.G., C.HG.
Mr. Philipp has over 11 years of experience working on environmental projects at sites including RCRA facilities, chemical manufacturing and bulk storage facilities, and all types of petroleum sites. His project experience ranges from the general evaluation of site-specific hydrogeologic conditions, the direction and management of project teams performing site remedial activities, and the design and implementation of remedial actions utilizing the full range of technology options. Recently, Mr. Philipp has focused on the detailed hydrogeologic evaluation of a complex groundwater system in support of a water rights claim, and continuing technical support for environmental managers at a petroleum refining facility, specifically regarding system optimization of LNAPL recovery and hydraulic control of petroleum product migration.
David R. Provance, L.HG.
Mr. Provance has over 21 years experience providing technical oversight and project management services for a wide variety of environmental projects. He has served as the technical lead and client/agency interface in negotiations with numerous Federal, State, and local regulatory agencies. His areas of expertise include site characterization and remediation, environmental database management, and the development of 3-dimensional groundwater flow simulations and contaminant fate and transport analyses using MODFLOW and MT3D. His work experience has involved numerous investigation and remediation activities at chemical manufacturing plants, CERCLA sites, RCRA facilities, US Department of Energy and Department of Defense projects, as well as work at various petroleum sites ranging from retail facilities to bulk fueling terminals.
