James M. Evensen, President

Mr. Evensen has over 23 years of professional experience as an expert hydrogeologist, program/project manager, and geophysical assistant. He has been responsible for the management, coordination, scheduling, and budget control of numerous hydrogeologic studies, site assessments, engineering designs, soil and groundwater remediation projects, and construction activities. He is experienced in the areas of regulatory negotiations, legal and litigation support, expert testimony, geological and geophysical interpretation, and computer-applied technologies, including confined- and unconfined-aquifer and vadose zone modeling. His specialties have been petroleum-related remediation and remediation design modeling. Mr. Evensen has been directly responsible for 19 project closures using various methods of remediation for clients such as Chevron USA Products Company, UNOCAL Corporation, World Oil Corp., ARCO Products Company, American Stores Properties, Inc., and numerous independent parties.

Peter A. Fuller, CFO

Mr. Fuller has over 20 years of experience in environmental project management with both small and large companies. He is a licensed General Engineer Contractor in the State of California and has worked for major environmental service companies and as the environmental affairs manager for an international plastics machinery manufacturer. Mr. Fuller's work focused on aquifer and surface water restoration from impacts of petroleum hydrocarbons, VOCs, and metals. Mr. Fuller has extensive experience in program and project level management of environmental and regulatory compliance programs for major mining, industrial, and government clients including NCH Corporation, Kvaerner, Shell, ARCO, Texaco, and the U.S. Army Corps of Engineers.

Paul D. Horton, Secretary & Vice President

Mr. Horton has over 23 years of professional experience in both the technical and management aspects of environmental projects involving virtually any contaminants including petroleum hydrocarbons, chlorinated volatile organic compounds, PCBs, pesticides, metals, and other chemicals. His project experience has included work at petroleum sites including bulk terminals, pipelines and refineries, general industrial facilities, computer and chip manufacturing sites, chemical manufacturing and bulk storage facilities, and a large Department of Defense facility.

As one of our expert hydrogeologists, Mr. Horton has over 17 years of experience in the application of numerical and analytical groundwater flow and contaminant transport model, the design, implementation, and analysis of aquifer tests, and the general evaluation of site-specific hydrogeologic conditions. He is consistently retained as a technical expert to provide evaluations of complex hydrogeologic systems, and the effectiveness and efficacy of remedial action programs.

Frederick E. Clark, Vice President

Mr. Clark has over 25 years of professional experience in the environmental field as a hydrogeologist, program and project manager, operations manager, remediation design geologist, and expert witness. He has been responsible for the management, coordination, scheduling, and budget control of hydrogeologic studies, remedial investigations, remediation feasibility engineering design, soil and groundwater remediation implementation, and construction activities. He is experienced in the areas of regulatory negotiations, legal and litigation support, geological interpretation, remediation feasibility evaluations, closure strategies, and RCRA and CERCLA . Mr. Clark has been directly responsible for numerous project closures using various methods of remediation for clients such as ARCO Products Company, Chevron USA Products Company, UNOCAL Corporation, Union Carbide, Safety-Kleen, Thrifty Oil, Cal Trans, and other clients.

Mark Labrenz, Vice President

Mr. Labrenz has over 21 years of professional experience as a hydrogeologist, and program/project manager. He has been responsible for the management, coordination, scheduling, and budget control of remedial investigations and feasibility studies and remedial construction projects, including storm water management/NPDES permitting treatment systems. He is experienced in the areas of system design and implementation, regulatory compliance; hydrologic interpretation, and health and safety protocols. His specialty includes RCRA facility decommissioning, including storm water management during decommissioning activities.

Neil Irish, Vice President

Mr. Neil Irish, Principal Geologist, is a Professional Geologist in the State of California with 23 years of experience in environmental project management and remediation. Mr. Irish has successfully completed projects at sites throughout California, and across the United States and internationally. Mr. Irish has a wide-ranging background, having supported both commercial, industrial, and Department of Defense customers. Mr. Irish has extensive experience conducting planned environmental restoration projects, as well as conducting numerous immediate response actions. Mr. Irish has worked on project types involving tank farms, refineries, fuel wharfs, terminals, pipelines, manufacturing facilities, metal plating operations, solvent disposal sites, oil fields, and retail service stations. Mr. Irish has negotiated no-action RBCA closure of impacted sites, including the first such closure of a DOD site in California. Mr. Irish has a strong technical background, having managed the installation and operation of numerous multi-media remediation systems at sites across the US. His past and present clients include the Defense Energy Support Center, Sunoco, Chevron, ARCO, Shell Oil, AFCEE, the US Navy, and Army Corp of Engineers.

Eileen F. Bullen, Principal Program Director

Ms. Bullen has over 18 years of professional experience in both the technical and management aspects in the environmental field. She spent 12 years working in environmental laboratories with responsibilities ranging from Laboratory Director to national operations management. She was responsible for the overall financial performance of a 65-person, $5 million revenue operation including data quality and state certifications. Additionally, she has provided litigation support with expertise in the interpretation of petroleum hydrocarbons analyses on a case involving three major oil companies as well as other multiple potentially responsible parties. She has conducted forensic chemistry research involving over 20 years of records resurrected from various sources. Findings of the research including the forensic chemistry evaluation resulted in a $1 million cost reduction to the client as well as $4 million in cost recovery.

Ms. Bullen is the Health and Safety Director responsible for overseeing development, implementation and maintenance of a comprehensive health and safety compliance system by raising health and safety awareness including meeting regulatory and clients' safety expectations. She is also responsible for growth initiatives including recruiting, identifying profitable geographic and market sectors and other business development initiatives.

James G. Ritchie, P.G.

Mr. Ritchie is a registered professional geologist in California and Washington, and has 30 years of professional experience, including 25 years in Northern California.  His experience covers the range of environmental programs and projects including property transaction and development support, subsurface investigation, remediation, and operation, maintenance and monitoring (OM&M) of treatment systems, mediation and litigation support, emergency response management, regulatory agency negotiation, and site closure.  Mr. Ritchie has worked in a variety of settings, including landfills, refineries, industrial plants, agricultural sites, retail service stations, and properties affected by chemicals released elsewhere.  His past experience also includes geothermal and petroleum exploration.  Mr. Ritchie specializes in characterizing subsurface environments and developing a better understanding of the subsurface stratigraphy and likely migration pathways (fate and transport) for released chemicals.

He has worked with public and private clients to develop solutions for property redevelopment using fixed pricing, risk management and transfer mechanisms, and innovative technologies to address properties affected by the spectrum of chemical constituents.  His work as a client advocate and his ability to work with multiple stakeholders toward a common goal has resulted in numerous case closures, case settlements and successful property transactions. 

Through his consistent and long standing work in the San Francisco Bay area, Mr. Ritchie has earned credibility with regulators and client alike and he is a welcome new resource for SGI clients, and our team.
