Phase II Environmental Site Assessment

Project Description: The Source Group performed a detailed Phase II Environmental Site Assessment as part of a refinancing transaction for a storage facility in Berkeley, California. The assessment was a follow up to an earlier Phase I Environmental Site Assessment (performed by a previous consultant) where solvent and metals contamination was detected in soil and groundwater. The Source Group performed additional subsurface investigation activities (soil and groundwater sampling) to complete the assessment. Based on the limited detection of volatile organic compounds (VOCs) in the site soil and groundwater, a risk-based analysis was conducted to support no further action and site closure.

Results: Risk-based cleanup goals (RBCGs) for chemicals of concern were determined to be well above concentrations detected at the site and a "no further action" letter was obtained from the regulatory agency within 6 weeks. The Source Group facilitated the transfer of lead regulatory oversight from the State to the more responsive local health department, the key to obtaining the rapid site closure.
