Phase I Environmental Site Assessment and
Pre-Demolition Hazardous Materials Survey

Project Description: A Phase I Environmental Site Assessment (ESA) was conducted of an entire City block consisting of approximately 8 acres of land with 27 structures. The structures included retail stores and shops, restaurants, offices with multi-family housing on 2nd and 3rd floors and a historic movie theater. The Phase I ESA was conducted in accordance with ASTM standards and identified two historic gasoline stations as well the former operators (responsible parties). Pre-demolition hazardous materials surveys included asbestos, lead-paint, PCBs, mercury and light tubes that would require special handling during the proposed demolition and subsequent redevelopment.
Results: The project was completed on schedule and within budget. During the ESA, we developed a method of reducing the costs of demolition by utilizing a very aggressive recycling program and state-of-the-art asbestos abatement techniques.
