Facility Decommissioning Petroleum Refinery
Central California
Project Description: A California petroleum refiner retained The Source Group to direct the decommissioning and environmental cleanup of a former oil refinery located in the Central Valley of California.
In support of facility decommissioning, The Source Group developed the decommissioning strategy, prepared the necessary planning documents, and negotiated all regulatory permits required to complete the decommissioning. In addition, we provided significant legal support and successfully interfaced with all regulatory agencies and legal representatives involved with the refinery decommissioning.
The Source Group oversaw and managed all decommissioning field activities, including asbestos abatement, hazardous waste removal, characterization, disposal, facility demolition, and material recycling. Numerous acutely toxic, explosive, and reactive wastes, including tetraethyl lead, light-end refined products, and catalyst compounds were successfully removed, contained, and disposed.
Our expertise in RCRA hazardous waste regulations was invaluable to the success of the material disposition portion of the project. The Source Group was additionally contracted to provide health and safety oversight during the site work.
Results: Numerous toxic, explosive, and reactive wastes were successfully removed from the facility, contained, and properly disposed. Demolition of the facility, including all aboveground structures and subsurface foundations and piping was completed on schedule and within budget, no spills or discharges, and zero accidents or injuries to site personnel. Through innovative decontamination procedures and proper management of waste and recycled materials, over $100,000 was returned to the client.
